Getting all the checked out files and listing info (who, how long, etc) can be done by PowerShell (e.g., List All Checked Out Items Using PowerShell).

Can the same be done with an SSRS report ?

Has anyone done it and/or can give me pointers?

We can create a web service and use SharePoint server object model to meet your requirement.

Then use this web service as DataSource in SSRS report.
