is there a possibility to made alerts for rights change:

1. for particular list element

2. for sharepoint group change

3. for any element on sharepoin

I am not sure but you can try this.

1. Create a simple send email re usable workflow in sharepoint designer
   
2. Go to"People And Groups"
3. Select List settings from
4. Add workflow to "User Information List" from "Workflow settings"
   
5. Go to information management policy.
   
6. Add a retention policy, choose "Run a workflow" stage.

OR

6. Enable Auditing for all changes on that("User Information List") list  (You will not get alert for all changes but you will get detail report from auditing.)
