Windows 8.1 Enterprise upgrade to Windows 10 Enterprise activation issue

So, I got my copy of Win 8.1 Enterprise via Tech Soup. I'm a consultant with a 501c3 and they provided me the 8.1. I got into the evaluation program and worked it, and now that 10 is released, I cannot activate it.

Why?  What do I need to do?  I get a number of different error codes, but often it's this one:  Error code: 0x8007232B

How did you install windows 10? I only ask because some editions are excluded: Windows 7 Enterprise, Windows 8/8.1 Enterprise, and Windows RT/RT 8.1.


Edit: those are excluded from the free upgrade that is
