I am not able to install any updates in windows 8.1 with error code 800736B3.

as suggested in following post

i did sfc /scannow both in normal and safe mode but it gives error 'Windows Resource Protection could not perform the requested operation.'

How do i solve this error??

Since you are on Windows 8. run DISM. Follow the instructions here.

Thank you for your question. 

Please make sure that the PendingDeletes and PendingRenames folders exist under %WinDir%\WinSxS\Temp. 

We could reset Windows update component by the following link:

https://support.microsoft.com/en-us/kb/971058 

Then we could check if Windows update has errors.

If not, check if there are any errors in application log and post them for our troubleshooting.
