WinRM problems registering a server in Server Manager

On my desktop, Windows 8.1, I'm trying to register a Windows Server 2012  machine into Server Manager.

I am receiving an error that goes

Error CHI-PRODSPS : Configuration refresh failed with the following error: The metadata failed to be retrieved from the server, due to the following error: WinRM cannot process the request. The following error with errorcode 0x80090322 occurred while using Kerberos authentication: An unknown security error occurred.  
Possible causes are:
 -The user name or password specified are invalid.
 -Kerberos is used when no authentication method and no user name are specified.
 -Kerberos accepts domain user names, but not local user names.
 -The Service Principal Name (SPN) for the remote computer name and port does not exist.
 -The client and remote computers are in different domains and there is no trust between the two domains.
After checking for the above issues, try the following:
 -Check the Event Viewer for events related to authentication.
 -Change the authentication method; add the destination computer to the WinRM TrustedHosts configuration setting or use HTTPS transport.
Note that computers in the TrustedHosts list might not be authenticated.
  -For more information about WinRM configuration, run the following command: winrm help config.

On the 2012 server is my SharePoint 2013 WFE, every web application has a host header set for it. (so I know most of my SharePoints are not deeply involv) but SharePoint Central Administration does use the host name for the URL.  All my research into this problem tells me that the issue lies with the SPNs.  On that server, CHI-PRODSPS , no SPNs were created for any service starting with HTTP.  I blindly deleted the spn HTTP/CHI-PRODSPS anyway... and the command actually reports that it deleted something.

Right after deleting the SPN, the Server Manager on my workstation, showed the error to go away and that the SharePoint server on Windows 2012 was able to added to the server list.  My Host-Heading based SharePoint sites (both HTTP and HTTPS) continued to work with no problem. 

But now, I cant access Central Admin from anywhere other than the server itself.  If I try to go to Central Admin from my workstation, the webbrwoswer relentlessly  asks for credentials but does nothing with them.

If I recreate the SPN, then the Central Admin website for SharePoint goes back to working .but then other givin and he used that code
