If I create a TS to run several actions on a OS, will this TS be running even if the OS is logoff? I am not installing a OS or using boot image just running copy files and running packages.

If you set the deployment for the task sequence as 'Required' it will run without the user being logged in.  You will also need to make sure each package you are including in the task sequence is set to run whether a user is logged on or not.
