Why a site collection can not be displayed as a default top-level site?
On the Create Site Collection page, after typed in the Title and Description, we need to create a top-level site by specifying the URL name and path, and selecting a Template. I specified a URL as http://webApplication:8080/sites/Wiki and selected a Wiki Site template. However, copy and pasted the URL to IE browser showed an "IE cannot display webpage" error. I had successfully created a site collection for another web application. It showed a default.aspx for the top-level site. What kinds of mistake I had with this this new Web application/Site Collection?

Does the IIS server need to be manually restared? The IIS manager had displayed the new SharePoint web application.

Hello, So your web application is http://webapplication:8080/ , you will need to create a top-level site collection at that same URL. You created a site collection at http://webapplication:8080/sites/Wiki . Even though the URL looks as though the new Wiki site is beneath http://web application:8080, it is not. It is a separate site collection using the "Sites" managed path. This and other managed paths help distinguish which sites are subsites of the top level site collection, and which are separate site collections. Are any of you other sites working? Thanks. To create my first site for my Wiki site collection, I need to open my Wiki site collection. But I can not open my Wiki site collection. I think my problem is, don't know how to create Top-Level site collection or Top-Level site. Got the same "can not display" error when trying to open web application, http://webapplication:8080. Go to Central Administration > Application Management > Create Site Collection. Make sure that you have the correct web application selected. When it asks you to specify the url, the host header dropdown should be set to "/" , not "/sites/". "/" is the top level site collection for your web application. When you go to Central Administration > Application Management > Site Collection List, the site collections for a specified web application are displayed. They are displayed as "/......" This is what's known as the relative URL. "You created a site collection at http://webapplication:8080/sites/Wiki . Even though the URL looks as though the new Wiki site is beneath http://web application:8080, it is not." What does "Site" really mean? the name of a site collection, i.e. a managed path for Wiki site collection? How can I create my Wiki site collection under http://webapplication:8080? Here is the heirarchy: Farm > SSP > Web Application > Site Collection > Site > List/Library > Item. When you create the top level site collection for you web application, it is create at http://webapplication:8080/ When you create a site within this site collection, the URL will be http://webapplication:8080/Site/ . Now, when you want to create another, separate site collection under the http://webapplication:8080 web application, you can do so, but SharePoint needs Managed Paths to be used so that it can distinguish between what the URL applies to: a separate site collection or a site underneath/withing the top-level site collection. The default managed paths are "/Sites/" and "/Personal/" ("/Personal/" is used for the web app that hosts MySites). As such, you will never be able to create a site in the top level site collection that has the same URL as an existing managed path. So back to your question, "How can I create my Wiki site collection under http://webapplication:8080 ?" Does you want this to be the top-level site collection? The answer will depend on how you intend to grow your environment and the desired architecture you want to use. Typically, the top-level site collection is an Intranet Portal or main site for an organization. In the end, create your site collection at either "/" or at "/sites/[your site url]" But you will need to have a top-level site collection created before creating site collections under the "/sites/" managed path.Chris Caravajal MCTS SharePoint Help

I ran into this issue and tried everything on here with no success. Finally fixed it by adding the site to the DNS hosts file. \Windows\System32\drivers\etc\Hosts Add the ip address of the server the site is on and the URL of the top level site. That should do the trick. Good luck.
