Is there a way to tell who changed the Task Sequence in SCCM?  Which log shows who made changes in SCCM?

ConfigMgr offers audit logging for this purpose:

In the Monitoring Tab, under System Status, select Status Message Queries.

The query for 'All Audit Status Messages from a specific site' will contain all administrative operations performed in the site, including modifying task sequences

Unfortunately no, ConfigMgr only tracks what objects were modified, when and by who.
