According to the article, KB2813430 also enables this functionality. That update should be available in Software Updates.

It's been superseded. If you go to https://catalog.update.microsoft.com and put in the KB number, you can look at the Package Details and it will list which update(s) have superseded it. In this case, it appears to be KB3033929 which was released this month.
I see nothing in the KB article or the security article that claims that this update enables automatic certificate updates.
This update has also been causing headaches for any machine that doesn't use the Windows bootloader.

Digging more into it, it appears that closer examination of KB2677070 at catalog.update.Microsoft.com reveals that all these updates replace it
