when we browse a publishing site  deployed to Internet.

when we browse this site with machine name locally we found that problem :

1) There is no images appearing in iste and displayed cross X, even in site settings 

2) also when we go any library ,pages library

You could locate these issue images in SharePoint server under C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\14\TEMPLATE\IMAGES, such as Sitesettings_Galleries_48x48 and below few ones.

Firstly try to access the sites on SharePoint server IE, check if the issue persists.

If the issue only occurs when access the sites via Internet, the issue might be caused by the connections to server side via Internet.

the above issues also occurs in local sharepoint servers , and in our local network 

i went to sitesettings>object cache settings and did object cache flush even i have the same problem , i did not see any images in site settings page,viewall site content page

If you directly access the image, does it work? http://site//_layouts/images/SiteSettings_UsersAndPermissions_48x48.png

Could you please check in ULS log and event log for relevant error infomration?

If this is a test envrionment, you could try to reboot the server.

hi i rebooted server, cleared cache , and that default  images exists in layouts  path,

even i has same issues
