Hi,
Was what you meant that you added a person in document information panel, it stuck? Could you provide a screen shot about the issue?
I have tested in my environment and it worked fine.
Please add other columns in the document library and test whether this issue occurs.
Please create a new library and test whether this issue occurs.

It happens when the user doesn't type the exact right name. (The expected behavior is like at the server - that SharePoint will "suggest" names)
I will explain exactly since it seems a bug (we checked in a few environments):
Do the following repro steps:
Add a user column to a document library
In the Document Library add a new document (In the Doicuments Tab - new Word Document)
In the Properties Panel try to fill the user column by:
type some letters (as you try to type a name) and than open the phone book (by clicking the icon of the phone book, as you try to search for the right name).
there it stuck! you can't fill anything at the column now...
is it a bug?
(Other behaviors do work, for example: type the exact name / type the name and do CTRL+K / not type anything and just search the phonebook)

According to your description, I have tested in my environment and I have the same behavior.
Only if you type the wrong name in the first time, then you click the phone book to search the right name and save, it will stuck. It means if you do other operation(e.g. type the wrong name then click resolve button, then search in the phone book) and repeat the operation above, it wont stuck.
