When I browse to a document library in SharePoint 2013 and select the open with explorer option I get this error message. We're having a problem opening this location in File Explorer. Add this web site to your Trusted Sites list and try again.  I have seen several suggestions already posted in the forums but so far I do not have a resolution to this problem. 

In our environment open with explorer works on sites that have claims auth.  but it does not work on sites that have both claims and FBA.  This worked previously in SharePoint 2010 but we had to follow a suggestion from this post to make it work on our 2010 sites that had both claims and FBA http://blog.skadefro.dk/2011/09/sharepoint-2010-and-webdav.html This broke once I upgraded the sites to 2013.

We are running Office 2010 and IE8 ( yes I know thats an extremely old browser).  Any suggestions would be greatly appreciated.

Based on your description, I recommend to verify the things below:

1. Check if the WebClient.service is running on the server.

2. Check if the client integration is enabled for the web application in Central Administration.

Go to Central Administration > Manage web applications > highlight the corresponding web application and click Authentication Providers > scroll down to Client Integration and select Yes.
