WSUS tries to install using an IP address that another site in IIS is binded to

I have an IIS server that runs 2 sites. . . Site1 - xxx.xxx.x.145 and Site 2 - xxx.xxx.x.146.  Both run on port 80.  I have 3 NIC card on this server with the mentioned IP address along with xxx.xxx.x.143.

When I try to install WSUS I have 2 choices: use the default site or a custom site which will use port 8035.  For the default site it wants to use the IP xxx.xxx.x.145 (Http:\\xxx.xxx.x.145:80).  But this is already in use by another site so it creates a ton of errors. 

Why is it choosing this IP?  At 1st I though that it might be because the NIC Local Connection 1 was configure with this IP but I swapped it with local connection 3 which is configured with the IP I want it to use (xxx.xxx.x.143) but it didn't make a difference.  It still wants to use xxx.xxx.x.145 for the default site.

If I choose custom web site and it installs but I get an error that the Self Update is not working.  I've looked this up and its read that Self Update needs to run on port 80 but when I run the following command . . .

cscript "WSUS Installation Location\Update Services\setup\installselfupdateonport80.vbs

It installs the self update virtual directory on the site binded to xxx.xxx.x.145.  Also if I bind it to xxx.xxx.x.143 port 80, it just breaks WSUS.

I want to install WSUS on xxx.xxx.x.143 using port 80 and keep it from try to install to xxx.xxx.x.145.  Can anyone help me figure out how to do this?

According to the official document, if you already have a Web site on the computer where you intend to install WSUS, you should use the setup option for creating a custom Web site. This option puts the WSUS Web site on port 8530. This port is not configurable.

Besides, when we use the custom port, we need to specify the port in the GPO. (<a href="http://:8530">http://<youservername>:8530)
