WSS v3 -- Application Pool For Central Admin Starts Then Fails
After implementing a Sharepoint Farm in development I attempted to replicate my success into production; Sharepoint appeared to install without error and the resulting back-end database was successfully provisioned. However, when I attempt to load the Central AdministrationI get a page displaying "Service Unavailable". When I check IIS I can see where the Sharepoint Application Pool is in an "off" state. I can start the application pool but it shuts down again when I try to load the Administration page. Any help would be greatly appreciated. I found the majority of my issue resided in incorrect DCOM settings and have been able to correct the installation enough for Central Administration to load. However, I'm now getting an unexpected Authentication Dialog Box when I try to open the Central Administration Site. Attempts to load my admin credentials are rejected. However, if I click cancel the page loads and I can see theCA site, navigation to Operations or Application Management will also bring up the Authentication Dialog Box which I seem to be able to ignore. Any help would be greatly appreciated.

I got such errors in event log and had my Central Admin App pool self-disabled after my MOSS Trial License was expired. Please check if you are ok with your license (SP2 has such side effects as well).

In the event viewer, under Windows logs> system>application pool sharepoint central administration v3 is being automatically disabled due to a series of failures in the process(es) serving that application pool.It now appears all of my application pools have shutdown. I've tried to restart them, but only recieve the 503 error - service unnavailable. I have not changed the password on the domain account I have used.I could used the Central Admin page until I created the first SSP.

Check the web site properties in IIS. Under home directory tab, check the application pool value. and then open that application pool from the application pools (separate node in the IIS tree). Click the identity tab and see who is the pool assigned to. For the sake of testing, you can select "Predefined" and select local service from the drop down. Restart IIS and see if things work out for you. try opening the Sharepoint central administration app pool by right clicking on it and select properties. Then go to identity tab and provide the password for the account on which the CA is running. Once done, recycle the app pool. See, if this works..
