make sure the farm build from development server is same as server on which you are trying to restore you backup. did you used the same user to restore the backup or are you using two different users go to command prompt and type "Whoami?" check the roles assigned to user in SQL server? check you event viewer--application log, there must be event generating related to restore failure. paste the details here?Visit: http://yagyashree.wordpress.com MCP & MCTS [WSS 3.0/MOSS]

I had a similar issue trying to migrate sites from a WSS3 SP2 (32bit) Farm to MOSS 2007 SP2 (64bit). In one farm the setup account was domain\WSSAdmin and the MOSS farm's setup Account was domain\MOSSAdmin. I found that if I switched the Primary Site Collection Administrator from domain\WSSAdmin to domain\MOSSAdmin that everything seemed to work fine. I know that this answer doesn't exactly offer a why but maybe it will work for you too.
