WSS3 dashboard
I thought I asked this question before, but never get answer. and cannot find the question either. so post again:
How do implement Dashboard on WSS3

You have just one option: develop it manually. Unfortunately in WSS 3.0 Enterprise features is not available. I build dashboard for WSS 3.0 before by using custom Web parts.Oleg

thanks Oleg, for example, a histogram of a project budget. statistics table about how many projects completed, over due, no budget etc. I don't know where to start? what tool to use? please advise.

You can create a custom layout
