ConfigMgr can just run the command line that you provided. It can not assist you in creating that, because each uninstall command is more or less unique for each application. See appdeloy.com if there are any uninstall command lines available.

For a silent uninstallation:
"C:\Program Files\WinRAR\uninstall.exe" /S
