Using the preloadpkgonsite.exe - failures
What does this mean when I run this tool? D:\SMS\bin\i386>preloadpkgonsite.exe XX000011 ****** Preload Package On Site ****** Failed to get the specified package XX000011 in the database. Please check if you have instance rights to that package. I have checked several articles but nothing helps, I want to know to fix this "FAILED to get specified package in the database. Please check if you have instance rights to that package"????

something that might trip you up: make sure your .pck files in the smspkg folder are READ ONLY. if they aren't, preloadpkgonsite won't work. Also, it looks like you are running preloadpkgonsite from bin\386? but I'm sure your smspkg folder and pck files are NOT in bin\i386. from your cmd prompt, make sure you are actually in the folder on the secondary site that has the pck files, like d:\smspkg FROM d:\smspkg, run d:\sms\bin\i386\preloadpkgonsite XX000011 (or whatever). I'm assuming of course that d:\smspkg\xx000011.pck exists, and it is readonly, and it is the latest version from the site xx0.Standardize. Simplify. Automate.

Another gotcha - the account that you use to run PreLoad needs to have EXPLICIT package admin rights configured on the primary SCCM site. If your admin account obtains its SCCM admin rights via group membership, then PrleLoad fails with the error message that you are seeing. On the primary site, go into Security Rights / Users, right click, Manage ConfigMgr Users, and create your admin user. Grant all Package rights to this user.

1)Is the package assigned to the DP? 2)Do you have instance rights to that package if not then sought that out. 3)Is the DP getting the PKN files from the parent server ? Check in th distmgr.box and the incoming box! 4) Check the distmgr.log for clues to that packageID.
