I am trying to troubleshoot a User Profile synchronization issue.  Here is the scenario

1. Profile import is configured to SharePoint Active Directory Import. (We are happy with 1 way import from AD )
2. Profile sync was manually kicked off and we could see profiles getting imported.
3. On the CA-> Manage User Profiles page we are able to see the all the properties imported from AD (e.g. department)

Problem:

When we add an user to a security group on a site collection or  add that user to the Assignee of a Task list item on that site collection, and then click on the user name , most of the user's properties are blank (department, Title, etc.) and these are configured to visible to Everyone.

The information on sites only shows data that's locally cached on the user information list. This isn't a full copy of all user profiles and an entry is only created when a user is added to the site. Once they've been added a synchronisation job should update their details from the UPS to the Site Collection's hidden user list.
