User Override Power Setting in R3

OK, I have looked but cannot find.  How do you allow users to change certian power setting in SCCM R3?  Like a Group Policy Preference.  Hopefully it can be done on a setting by setting basis as there are only certain settings I want to change.

I know how this all works as I have everything setup and functional.  I want to know where you can set the policy so that it will be 100% locked down ( a custom policy) or let the user control some, but not all of the settings.

It seems that the user can override properties without check marks.

Checked properties will be re-enforced when switching from peak to non-peak or from non-peak to peak hours.

Can someone confirm this behaviour ?

Yes, I know this is an old post, but Im trying to clean them up. Did you solve this problem, if so what was the solution?

Since no one has answer this post, I recommend opening  a support case with CSS as they can work with you to solve this problem.
