This is the InfoPath forum. Is your question related to InfoPath forms or related to picture libraries? You should probably not be using IP address to interact with your SharePoint site. You should be using a proper host header or at the very least the machine name + port. It's likely unable to find the path you've specified due to there being no Alternate Access Mapping nor IIS Binding for the IP address that you used. It's not typical to browse SharePoint using IP.
