Update user attributes in the metaverse with a management agent?

Hi all.  My company is in the midst of a migration to O365 and we've run into an annoyance and I'm looking at possible ways to fix it for the time being.

The issue, we currently have a mess in our AD with multiple sub-domains.  Our environment once supported an Exchange setup, but that was ripped out (not so elegantly) and Exchange was outsourced.  We are now moving from our outsourced Exchange to O365.  The plan is to migrate users to O365 very slowly and as we have thousands of users, we're finding issues with user attributes.  In the beginning, we made sure that all users had values for the msExchRecipientDisplayType and msExchRecipientTypeDetails so that all users would get sync'd to O365 regardless of whether they have a mailbox there yet or not.  We initially found that users that did not have these values set would not show up in the GAL for users that were migrated to O365, so the AD team took care of that.  These fields should not be needed once all users are migrated and have mailboxes, but in the meantime, it's a sore spot.  Since new users are being added almost daily and our helpdesk team is not always populating these fields, we keep running into issues with random users not showing up in the GAL for O365 users.

To try to combat this, I was thinking that we might be able to use an additional management agent to check for any user with the mail field populated, and if so, add values to both the msExchRecipientDisplayType and msExchRecipientTypeDetails fields in the metaverse, and then sync the metaverse out to Azure.  

The problem, I'm not finding any way to do this.  The agents only seem to be able to filter based on values, not add values based on a filter.  Is this even possible?  Am I way off base here?

Any options are most welcome.
