Can I use an update list for reporting purposes only (not deployment)?

We currently have monthly deployments but also subscribe to a CERT list which lists important updates we need to deploy.  If I added these updates to a list, can I then get compliance levels against these?

Of course. That's actually their primary purpose as you can't actually deploy a list itself.
