Update Evaluation and Enforcment Statuses not updating

I'm running SCCM 2012 SP1 CU5.  A week ago Friday, the server stopped processing Evaluation and Enforcement statuses for our software updates.  After a fair amount of digging I've discovered that the C:\Program Files\Microsoft Configuration Manager\CCM\Incoming folder has upwards of 11000 files in it, with file names similar to {6292B191-F880-403D-83E7-88C6B15E4BA7}.  These files appear to have started to accumulate around 2PM on that Friday.  I am unable to identify any related errors in any of the logs in the logs directory on the server.

I'm not sure what process is supposed to be processing these files now that they are on the server.  Any hints as to where to look next would be greatly appreciated.

Verify if there is any GPO applied on the tasks folder under windows folder ?

Also anything on the mpmsi.log and mpsetup.log ?

The two log files mentioned haven't a new entry on over a year, when the system was first stood up. 

There are no GPOs applied to the Tasks folder.

I'm still digging, but I am starting to see that some of the files in CCM\Incoming are getting processed, and others are not.  The files are in a binary format, so I can't read them.  I've also seen that other State Messages (those not in the 300's or 400's) seem to be getting processed.

Yes, I know this is an old post, but Im trying to clean them up. Did you solve this problem, if so what was the solution?
