Hi,
I would start by checking the following log files in the client, ClientIDManagerStartup.log, LOcationservices.log and clientlocation.log. Have you extended AD? Is the client within a boundary/boundary group that is configured for site assignment?
That is where I would start.

Hi,
Here's a great and still valid guide for troubleshooting client installation end-to-end:
http://support.microsoft.com/kb/925282
Long shot but i always check provisioningmode first (habit)
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\CCM\CcmExec
Check two registry items
SystemTaskExcludes should be empty and ProvisioningMode should be false
The ClientIDManagerStartup.log I get...
0x8000000a
The data necessary to complete this operation is not yet available.

the Locationservices.log I get ...
