Have you configured Outlook to download the whole message or head only?
There are some steps we can try to troubleshoot the issue:
1. Start Outlook in Safe Mode to determine whether 3rd-party add-ins are causing the problem.
Press Win + R, type "outlook.exe /safe" in the blank box, press Enter.
If there is no such problem in Safe Mode, disable the suspicious add-ins to verify which one caused the issue.
2. Since emails are stored in Outlook Data Files(Unless you are using Outlook in Exchange Online Mode), the data file corruption may also cause such issue, please try to run Scanpst.exe to scan and repair the issues in your Outlook Data File(s):
