Unable to remove HP ProtectTools Security Manager

I have been attempting to remove HP ProtectTools Security Manager and even though under Control Panel-Programs it is not showing as being installed, Win 10 upgrade keeps saying I have to Manually uninstall the program.

What do I have to do to clean my HP Probook 4540 of this program.

Attempting to reinstall the program nearly completes then I get a 1722 error as below:

Product: HP ProtectTools Security Manager -- Error 1722.There is a problem with this Windows Installer package. A program run as part of the setup did not finish as expected. Contact your support personnel or package vendor. Any help would be great
