Unable to install Update Rollup 1 or 2 on SCAP

I'm unable to install either UR 1 (KB2815569_AppController_amd64) or UR 2 (KB2790935_AppController_amd64) on an otherwise fully patched Windows Server 2012 that is also running Virtual Machine Manager.

App Controller is running on port 444, the error received during install is:

The article provided in the Event Log doesn't seem to apply to WS2012. Other patches and even the recent UR2 for VMM install just fine.

For me, it failed because .NET 3.5.1 wasn't installed, which is required for the PowerShell module component on Windows 2012.  Once I installed that, the AppController patch applied successfully.
