Unable to deploy new DPs

My team let our DPs get way out of sync and they were inconsistent in their package/DP settings, so I've been trying to clean things up a bit. I had a handful of DPs that I just couldn't get any packages to get updated on so I decided to remove them and then re-add them. The removal of them as site servers was straight forward and didn't error. I am, however, now unable to add them back in as DPs.

Here's the odd part (at least odd to me); I can use the wizard to deploy the DP role to them without error, but when I go to look at the content status (Monitoring > Distribution Point Configuration Status) they aren't listed with the other DPs. They aren't listed listed on the Administration section under Distribution points either. If I look under Administration > Servers and Site System Roles I see that they have the Site System and Distribution Point roles assigned to them.

A couple of other oddities to mention: (1) I notice that most of the DPs also have the Component Server role installed and (2) anytime I've ever removed a DP I've had to remove the DP role before I could completely remove the system from the Site Systems list, but these ones I can just choose to delete and it will remove them.

I have tried to add a different machine as a DP and have witnessed the same behavior...it never shows up in the sections I would expect to see it.

Any help is greatly appreciated even if it's just to tell me what log I should be looking for that would point out any issues.

Examine distmgr.log on the site server. It will tell you details about the installation process of (remote) DPs.

I did that, but I don't see anything that stands out as an error with the 2 I tried to deploy. Below is a copy of the sections of the log file that mention the 2 I tried to deploy. Since the time stamp in the log entries are a couple of hours after I tried to deploy them, I'm guessing the older part of the log has be overwritten. I cleared the log and am trying to add another one so i can make sure I see it all.

What's really puzzling is that I tried to add 2 and only 1 of them is mentioned in that log.

I was able to find something in the SMSProv.log file:

I decided to take a look at the SQL tables. I found that the DPinfo table has the DPs listed but the AccessType column is set to 0 instead of 3 like the rest of the DPs

I've seen the similar issue prior to CM 12 R2 and this is resolved in R2. Are you using CM12 R2 ? This could be because of Security Scopes. Refer to the post for more details

Has anyone find a solution for this problem.

I also can't install a new DP
