On Microsoft's site I read this about USMT and apps
Supported Applications
Although it is not required for all applications, it is good practice to install all applications on the destination computer before you restore the user state. If the SOURCE machine has 7-zip installed and the TARGET machine does Not will USMT re-install the 7-zip app on the TARGET machine? I've tested this and so far it does not work and my gut tells me it is not supposed too. But I wanted to run it by
this forum.

No USMT only restore the settings that the user had set up for the applications.
For instance if your user has the MS Outlook installed and his account configured then when you restore the user state, the Outlook would be in the same state as before you have done the migration. So, with all the settings configured.
Same for the other applications.
This is why you should have all installed before running USMT.
