Slow PXE boot performance on a UEFI computer that's running Windows 8.1 or Windows Server 2012 R2
Some machines PXE boot very slowly with UEFI if they run fairly early UEFI support in BIOS. Try finding settings for UEFI in BIOS related to CSM support etc. and see if they make any difference.
Have you tried experimenting with these settings on the DP/PXE point?

Name: RamDiskTFTPBlockSize
TYPE: REG_DWORD
Value: 16384 (change radio button to decimal)
NOTE: It is highly recommend that you increase this setting in multiples of 4096, 8192, 16384, and so forth, but do not exceed a value higher than 16384 or this could cause corruption.

I didn't get an e-mail that you posted, but in either case yesterday I came across this setting.
- UEFI = 2 Minutes
- Legacy = ~45 Seconds
Now to monitor and see if it has a negative impact on the network. It is set at 8192 and I saw rates greater than 500mb on the interface of the server, with it clearing 1gig at times. The server is a VM and the host has a 10gig NIC (I am ignorant of the actual server equipment so it may not be as simple as this) and we have fiber connecting the datacenter to the core so I don't think it will hurt performance, but we shall see.
