UAC, Internet explorer, task manager and all of the administrative tools stopped working

Insider preview 10130 up to date @ 25 june

as title says, pretty much anything stopped working, most of my startup application won't load (example: teamviewer)

services.msc event viewer and all of the administrative tools stopped working

internet explorer won't launch, so task manager

firefox is the only working browser along with edge/spartan, chrome lauches but is unable to load pages

I've managed to install third party process explorer and I can see each one of them there, killing them won't solve the issue

also, anything that requires uac after I hit 'yes' when prompted turns into a black screen until the request times out

managed to boot into safe mode ONCE yesterday but now at the 'mode' selection screen where I am required to input a function key to choose between each option, the keyboard won't turn on (tried a couple of KBs I have at home)

wupdate stayed into a semi-endless loop of 'searching for updates' now it's stuck on KB2267602 (definition update for windows defender) and KB3074219 (IE flash player security update) down

cortana won't work and can't search for files from there (used to hit winbutton and type directly)

restarting, I often get some memory read error and another taskhost window related error

what can I try?I'd like to not reinstall the whole os losing files

Please run a system file check (SFC) & DISM (if necessary) if you are on win 8 or higher

as I've already said, anything that involves admin prompt (UAC) is not allowed, whenever I launch something that requires administrative privileges a black screen appears after choosing yes from the prompt and nothing happens

edit:

managed to boot into command prompt, sfc /scannow

(had to use /OFFBOOTDIR=C:\ /OFFWINDIR=C:\windows\ because of "There is a system repair pending which requires reboot to complete" error)

the result said no problems were found

Hi,

It sounds your computer has a big problem. Have you changed another user account to check the result?

If it's the same result, you may need to consider reset the PC to resolve this issue.
