Sorry, I'm not clear what you are trying to describe. The KB article you are referencing is for SharePoint 2010.

Are you saying you are experiencing the issue described by that article in SharePoint 2013? That is, are you saying this is happening: in a list view of a document library in SharePoint 2013, when the document icon for an item in the Type column is clicked, the document is not offered for opening. Instead, the row for the item is selected.

Have you attempted the resolution? Are you saying the resolution doesn't work in SharePoint

I don't know if there is another resolution specific for SharePoint 2013.

It is correct that the xsl doesnt work in SharePoint 2013, the following article shows an example about using JQuery in master page to make the icons clickable, I would suggest you to have a test whether it works:
