Two software update packages per year instead of one?

I was reading somewhere (can't recall now where it was) that it is best to create two software update packages per year instead of one and name it according to the year, such as 2015 SUM Annual - 1 and 2012 SUM Annual - 2. The Annual 1 package would be from January-June and the Annual 2 would be from July-December.

I cannot remember why this was recommended from wherever I read it, but I wanted to know if anyone can tell me why this is a good practice rather than just using one annual package?
