Trying to import configuration from the UE-V policy item cab file into SCCM 2012 R2 SP1

This was cross-posted into the UE-V forum, but since it has to do with the SCCM tools for UE-V I figured I'd post it here as well just in case I posted it to the wrong place.

Running SCCM 2012 R2 SP1

I create the cab file as per instructions.  I didn't change anything yet in the policy itself except for add the settings template path.

I go to Configuration Items -> Import Configuration Data

Add the cab file that was created from the tool, and get the error on Confirmation of import:

UE-V Agent Policy [ The CI contains a missing or invalid CI Reference.]

I have no idea where to even look to get a better error message, because that is pretty vague so far.

I was looking at this last Friday when I posted, but the thing is, there is no clear indicator telling me exactly what it is that it's failing on, so I wouldn't even know where to begin to edit this and remove the failure point. I was hoping there was some log file that would tell me what it was having trouble with. I have not imported any other compliance baseline or policy so I do not have anything to compare it to.

Just to be sure, I went ahead and did this just in case it was that operating system section with the operands. I rebuilt the cab file and am still getting the error.

The exact way it looks is as such:

Configuration Baselines (0)

Configuration Items (1)
 - UE-V Agent Policy [ The CI contains a missing or invalid CI reference.]

Yes, I know this is an old post, but Im trying to clean them up. Did you solve this problem, if so what was the solution?
