I have a 4 pool Lync set up with a FE pool and Edge pool at each of the 4 sites. Topology replication works fine for all the FE pools but I have one Edge pool on which it is failing. For each location there is a separate Fortigate firewall and I have checked the policies on all and they are identical so I don't think the problem is there. In fact I have taken some wireshark network captures and I can see communication on port 4443 between the FE containing the master CMS and the problem Edge server so I'm pretty convinced the problem is not with ports being blocked. I can also browse successfully to https://edgeserver:4443/ReplicationWebService.

The only place I can see any difference is when I look at the wireshark logs. For the edge servers with no issues I can see the TScal and TSecr timestamp values and on the problem edge server these valaues are not present (see below). Anyone got any ideas on how to troubleshoot this further?

we had same issue and any changes from topology or lync Control panel was not replicated to Edge servers.This was the solution that worked for us:

Edges had to be restarted before replication started to work.
