We have migrated our development, test and production environments from WSS 3.0 to MOSS 2007. When we try to use the Top Sites web part in production we recieve "Unable to display this Web Part. To troubleshoot the problem, open this Web page in a Windows SharePoint Services-compatible HTML editor such as Microsoft Office SharePoint Designer. If the problem persists, contact your Web server administrator." This web part works in the other two environments. The servers, OS and features are all the same in each environment.

If not helpful, could you please create a new Top Sites Web Part in your production environment and see if the issue is web part specific issue? And it is appreciated that you could provide more details on how you deploy the web part to your development, test and production environments.
