The SharePoint Admin before me was experiencing many issues with SQL Server 1 and SQL Server 2. The main issue was when SQL1 went down and during the failover process was having trouble failing over to SQL2. Any issues during the failover process were resolved, on the way back to SQL1. New hardware resolved a lot of the issues says the company, but now are requesting the timer changed from 15 minutes to 1 minute or 2 minutes. I have no idea where to look. Any ideas? It would be a great help! 

If someone could give me more insight to what this all actually means would be very helpful, I, myself don't know what this all means.
