But the user must view all the documents...only Edit and Delete he should not have access ...but he can View...
By the given link ..only it is possible to see there respective documents .....

Hi,
You can create a custom Permission Level with add item but no edit item permission in Site Actions > Site Settings > Modify All Site Settings > Advanced permissions > Settings > Permission Level > Click Manage Hierarchy > Copy Permission
Level > Give a name to the new permission level > uncheck Edit Items checkbox > Click OK.
Give the new permission level to appropriate users/group, then this users/ group can add/upload document but not be able to edit document.
Or you can also try to use an approval workflow, in this way, document need to be approve by the users who have approver permission after it had been modified

Creating permissions for SharePoint Views is not possible OOB, however you can achieve this by creating two different lists providing unique permissions and appropriate rights for both.--Cheers

Item level permission is not supported by document library by default so there is no OOTB solution. But don't worry, Codeplex solution is available for it. You may use it
