One of the built in Site Definitions in MOSS is "Team Site". Is it possible to take this definition as a starting point, create a new site definition by copying elements from Team Site, and then adding in feature(s) that permit a user to "Publish" a page. The publishing features are available in some of the other site definitions such as News Site. In a news site, a person can make changes to a page and no-one sees them until the page is published.
