Tab order issues are getting  in Info path form 2010

I'm having below doubts :

1)In Info path form  Tab order is not working for people pickers and repeated tables.

2) Even tab order is not working for drop downs having hidden sections EX:

 By default section will be hidden based on another field .if that section is visible the tab order is not working Properly  it is navigating to the top of the form why ?

Please any body could explain the reasons why tab order is not working for above scenario's .

Tab order must begin at 1 when explicitly setting the tab order of controls.

Also, if you wish to skip a control altogether, you can set its tab index to -1. This is often easier than manually setting tab index for every control.
