Sync updates not updating

I have run the software updates \sync software updates.  I then look in the wsyncmgr.log and it skips 99% of the the updates, will show that it updated a few and then says it failed.   I look in the console and the newest updates I see are  Bulletin ID: MS15-031 (1/13/2015)

I'm not sure what it does not show April/May.  Here is the bottom section of my log file.

no, that does not apply to us.  What we did notice was this:  on our Primary CM2012 server if you open up GPEDUIT.MSC and drill down to:   computer\windows components\windows updates and look at the setting called  "specify intranet Microsoft update service location" it points back to our Primary CM2012 server.  We then noticed that this is also set on all other servers and clients and no one can pull down updates.   How this was set I don't know.   

Our CM2012 has the WSUS role installed but Not Configured.   Is that correct?

Is your SCCM client settings configured to manage software updates?  The client settings will set this policy as a Local policy when that setting is enabled.

Yes it is.   So this is normal to see?  The local CM2012 Client sets this?  

Now, this was also set on the gpedit.msc of our Primary Site Server.  As a result I could not download any new software updates. Once I removed this local policy setting software updates worked again.   So should it be on the Primary site server as well?

Its a client setting so wherever the client setting is applied is where I would expect to see this (This is normal behavior and if its in default that obviously mean all clients unless overwritten by a custom configuration).  I would change manage software updates to No in your client settings, until such time you are ready to use SCCM to deploy and manage updates, as per your earlier statement, WSUS was installed but nothing has been configured yet.  This Local policy setting will come back on the next policy refresh cycle if not.
