Store App and Purchased Apps will not load, stuck at splash page

I recently noticed while attempting to load my mail from the notifications tab that it would not open at all. I have also attempted to open the store and my Adobe Photoshop Express app and it will not load either. 

I get Error code 0x801901F7 from the store after several minutes and adobe just closes all together. 

I am running build 10240

When I check for updates the search never completes. 

I have attempted to log out and back into my account in every place I can think of

I have run ccleaner.

I have gone into the App Data and deleted the store's cashe 

None have worked.

Try this workaround for problems where apps are not starting or are stuck at the splash screen:

  1. Open an Elevated Powershell prompt by pressing the Windows Key, typing Powershell, then pressing Ctrl+Shift+Enter
  2. Paste the following command into Powershell and execute it:
    Get-AppXPackage -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

It states that it's processing... but never finishes

Edit: Tried closing it out and trying again. Now it says initialized. but no change

Hi Morphinominal,

Please take the following steps to have a troubleshoot.
1.Run "dism /online /cleanup-image /restorehealth" or "sfc /scannow" to check the health of system files.
2.Run the built-in troubleshoot tool to have a diagnostic.
Control Panel\All Control Panel Items\Troubleshooting\All Categories\Windows Update, Windows Store apps
3. To troubleshoot whether this issue is related to the specific account, we could try to create a new account to have a check.
