Got this problem on user while Steadystate lock out the function of display rotation Tools for Tablet laptop, had try to enable all restriction and features, but still the same.. anyone can help?

Hi klmak33, have you tried disabling all restrictions? If so, does the issue not occur under administrator account? You can also temporarily elevate standard user and see if this is a permission related issue.Sean Zhu - MSFT
