StatusCode: 23801–ZeroRatingDescriptionNoVMN etworkConnection

I have seen this question asked on here, and answered, as "No available connection to selected VM Network can be found." The problem is, I have tried the solutions in those threads and they do not work for me. My situation is as follows. I have a working IP pool bound to a range on an adapter that is our primary LAN. It works perfectly when I deploy machines with the template, joins them to the domain etc no problem.

I created a second IP pool bound to a different logical network which is using a network site configured with a VLAN. I have my fabric set up correctly, so that the VMM created networks are bound to the right adapters, the logical networks are set to permit virtualization etc. In fact I know its communicating because when I manually add a static IP in the range that I have set aside in this pool to a machine I manually created in the cluster (outside of VMM) the pool recognizes that there is one less IP available to deploy. If I create a machine manually with VMM using that virtual adapter it works fine as well. Any machine I try to deploy with application controller portal kicks out with:

Message:
The virtual machine or tier load balancer configuration requires an IP pool and there are no appropriate IP pools accessible from the host. (StatusCode: 23753ZeroRatingDescriptionMissingIPPool)

and

Message:
No available connection to selected VM Network can be found. (StatusCode: 23801ZeroRatingDescriptionNoVMNetworkConnection)

Does anyone have any thoughts as to what might be wrong? Thank you.
