During OSD with the "Request State Store" phase, my USMT would connect to the incorrect State migration Point. This also happens with the client replace task sequence. Any pointers as to what I can look for to rectify this issue?

What do you mean by the wrong State Migration Point? Also, the client will pick the State Migration Point based on the Boundary Group configuration.

Does LocationServices.log tell details about the SMP selection process?

you need to go to your DP properties and unselect to use as a fallback source.
