regarding 1st question "data mismatch" - what i am trying to say that Default reports which gives data is different then the actual reality, I've AutoCad guy who is using application almost every single day, but his detail on report is not updated.
For eg: As per the report he used AutoCad last 24th April but as i said he is using this application almost daily is not reflecting on report.
regarding 2nd question " Is there data at all or not?" - Yes there is data available
on report but like above situation (there are 3 more such cases) I am not sure i should trust on report or not !!
regarding 3rd question "What makes you think that the rule is 100%correct?" - Rule

How often the data is returned to CM12 site server, The default is 7 days.
SWM report: some of the report will not work until there is over 30 days of data and it has been summarized.
The site server summaries the data every 7 days, therefore in worse case it take 44 days to get just the 1<sup>st</sup> day worth of data.
If you want a full month worth of data then you need to wait 74 days, With this little amount of data it doesnt make sense to make any decisions so you need 90 days worth of data or 90 days (data) + 30 days (report summarization) + 7 days (site server
summation task) + 7 day (client reporting) or 134 days.
Could you please tell what exactly you mean by 3rd bullet point.
