We are using MOSS. We have dual zones configured, default=Windows, Extranet=FBA against AD Things have been working as expected for some time. "Something happened" within the past few weeks that appears to have restricted access to the site for the site collection admins. I have several users set as site collection admins (from both the default site and from the Extranet site). When I login as one of these site collection admins: I can no longer create anything except pages (no access to create lists, document libraries, etc.) The "settings" command no longer appears on my existing lists and libraries. I cannot access the Create Column/Create View/Document Library Settings" options from the toolbars. All that shows are the "New" and "Actions" menu. However, I Can access the list settings page by going to "Site Actions"->Modify All Site Settings->Site Libraries & Lists. I can see and access the "Site Settings" from the "Site Actions" menu and the "Site Administration" and "Site Collection Administration" commands do appear. I have verified through Central Administration that the expected accounts are indeed set as Site Collection Administrators. The permissions on the site itself look correct and these accounts are also members of the sharepoint group set as owners of the site. I'm thoroughly stumped ... any idea what might have happened where to start looking?

I had the similar symptoms but had a different issue. So i wanted to share it with all of you out there who are tugging their hair like me. In my case, I am a Farm ADMIN and i am the site collection administrator on the site also, however the problem was i was not able to access certain features on the site e.g. Can't add new docs to any library the menu options were very limited, cant do certain things in the site settings e.g. clicking on site collection policies or site directory settings etc would give me access denied error and the list goes on and on. Anyways in my case the solution was to go central administration> application management> site collection quotas and locks No the problem was this site collection for some reason was set to read-only and hence it was not only me "the site colleciton admin/Farm admin" having this problem but also all the user who had access to this site were having issues while uploading docs and etc. So i had to set it back to Not Locked and everything works like a charm again. However i am still to figure out that how in this world this option got changed to read-only, becuase i never did that and there are only couple other Farm Admins who also claim to be innocent. If anyone has any idea to track down the login ID who did the change would be a great help! Thanks and i hope it helps.Shehzad K. Sheikh
