Shutdown Error Windows 7

Hi,

I have been struggling with a shutdown issue on my PC for some time now. Running Windows 7 Home. Basically if I do a shutdown, the "Shutting Down" screen remains displaying until it eventually times-out and restarts the PC. It never actually shuts down. No new applications was installed, simply started happening the one day.

I had this previously and discovered it was due to an Nvidia Graphics card update, but I removed that then and solved the problem. For about 2 months it was fine, and then started happening again. Checked the previous cause, and that did not solve it this time around. Adapter Description NVIDIA GeForce GTX 550 Ti

Also noted the PC boots up unreasonable slow since this started happening. Don't know if its related?

I have an Up-to-date Norton Antivirus and Spybot installed. And all Windows Updates are also Up to Date.
