Sharing a document - default to Can View

We have a bulletins document library that everyone has read only access to.  When someone clicks the ellipses and chooses Share, it tries to share the document with EDIT permissions.  Even though the user only has READ permissions.  Is there any way to only allow Can View in sharing?

The user does not see the Can Edit / Can View dropdown.  I assume that is because they have READ access to the library.

I keep getting Sharing requests to approve.  As people learn of this feature, it could get into the thousands!

Hi Ron,

By default, the Share dialogue selects Edit permission as the default selection in SharePoint.

For Read only users, this selection is Edit permission by default and it cannot be changed.

However, this request needs site administrators approval, so the administrator can change this permission when the administrator goes to approve this request.
